An AVR unit can be worthwhile for a web-development desktop when measured voltage instability threatens the computer and the device is correctly specified by a qualified supplier. It does not make code compile faster, and it is not the same as battery backup. A laptop may already ride through brief input variation on its battery.
Diagnose the electrical problem first
List the desktop, monitors, network gear and essential storage, then measure or professionally assess the supply issue. Decide whether the need is voltage regulation, surge protection, controlled shutdown or continued runtime. Those functions can require different equipment and capacity calculations.
