The fast route is DLSS on Performance plus Frame Generation and Lumen reflections lowered, with Lumen Global Illumination set to High rather than Ultra. Oblivion Remastered runs on Unreal Engine 5 with Lumen and Nanite, so the two settings that move framerate hardest are Global Illumination and View Distance. Drop Lumen Global Illumination to High, set View Distance to High instead of Ultra, and pull Shadow Quality back one notch. Leave Texture Quality high because the 12GB on the RTX 5070 can hold it without stutter at 4K. These three changes alone usually recover 25 to 40 percent of your frame time before you touch anything else.
At 4K the cleanest way to hit 144fps is DLSS set to Performance. On the RTX 5070 that uses DLSS 4, Frame Gen, and it sharpens detail while lifting frames by a wide margin. Cap the framerate two or three frames under your panel's refresh and enable an in-game or driver-level frame limiter so frame times stay flat. Make sure you are on the latest NVIDIA Game Ready driver (566.x or newer for the RTX 50-series), since Oblivion Remastered shipped several day-one fixes through driver updates.
It can, but only with upscaling and frame generation doing real work; expect dips in dense forest and city scenes. Frame times stay flatter when you cap just under your refresh rate. Test in the Imperial City, which is the worst case for CPU and GPU load.
